Provision for Consulting Services to Implement Abu Dhabi Occupational Safety and Health System Framework Requirements in the Transport Sector
of Abu Dhabi


The Department of Transport (DoT) of the government of Abu Dhabi is responsible for the regulation and governance of the transport sector of the Emirate of Abu Dhabi. The department exercises jurisdiction over all modes of transport, which include; Surface Transport including Passenger Buses, Taxis, and Freight transport / Aviation Sector entities / Maritime sector entities
The Abu Dhabi Decree No. 42 of 2009 issued by H.H. the Crown Prince and Chairman of Abu Dhabi Executive Council makes it mandatory for the entities operating in Abu Dhabi to develop and implement an Occupational Safety and Health Management System (OSHMS) in compliance to the OSHAD-SF requirements. 
The Department is the designated OSH Sector Regulatory Authority (SRA) for the transport entities of Abu Dhabi. In that role, the department provides oversight to OSH activities and performance in the sector by identifying and nominating transport entities to develop OSH system in accordance with OSHAD-SF.
As a Government entity, DoT is also required to implement the requirements of OSH-SF and reports its’ performance to Abu Dhabi Safety and Health Center (OSHAD). The department is audited annually, certified to and maintains OSHAD-SF Approval Certificate. To complement it further, the department is also implement ISO 45001:2018 occupational health and safety (earlier OHSAS 18001) and ISO 14001:2015 environmental management system standards.


The department is seeking to hire the services of a competent consultant to achieve the following objectives:
  1. Identifying and nominating 150 transport sector entities operating in Abu Dhabi for OSH system implementation in accordance with OSHAD-SF version 3.0 / July 2016.
  2. Provide auditing services by procuring and providing audit tools for planning, executing and reporting OSH audits of 20 High Risk entities.
  3. Conduct and report inspection of 60 Medium Risk entities and 10 Low Risk entities.
  4. Verification and authentication of data for entities numbering 400 nominated for OSH through Al Adaa system except for Aviation Sector entities. This will include providing guidance and coaching in OSH document preparation to 70 entities nominated in High Risk classification.
  5. Review of 30 OSH Management system submissions of OSH system documentation including policies, manual and procedures against the requirements of OSHAD-SF version 3.0 of July 2016, and the later versions as the case be.
  6. Planning, organizing and conducting 15 OSH workshops for entities as per the requirements specified by DoT.
  7. Preparation and production of OSH awareness handbooks quantity 2000 and presentation material on OSH topics for transport entities and their staff to create OSH awareness and understanding.
